Membership in the Boy Scouts of America is for a period of one year, and each year we go through a process to renew the membership of not only the unit (Pack, Troop, Crew or Post) with the Chartered Organization, but also each youth member and adult leader. This process is called rechartering.
Council/District we will not be providing charter packets moving forward.

Pennsylvania Act 15 Background Clearance List
- Locate your unit and review all registered adults for PA Background Compliance. Need more info - Click Here
- Definitions:
- Attribute Columns: Read left (most recent date) to right (later dates).
- Attribute Expires: Clearances expire 5 years from attribute date listed. Example: secure date of 12/1/2018 expires on 12/1/2023.
- PA State Police Record: State of PA criminal history clearance.
- PA DHS Clearance: Department of Human Services child abuse clearance.
- PA - FBI Fingerprint: National fingerprint data base clearance.
- PA Disclosure Statement: Waiver for volunteers who have resided in the Commonwealth of PA for the past 10 years, can submit the Disclosure Statement for Volunteers in lieu of the fingerprint based FBI clearance.
- PA - Other: Overall waiver for PA mandated Clearances.
- When one of the clearances expire - THEY ARE ALL NOW EXPIRED. New clearances need to be secured by the individual and turned in with Charter Paperwork. Need more info - Click Here

Completing the Online Charter:
- Log into my.scouting.org and ensure the current Key 3 leaders are correct. This is essential and must be done as soon as possible since changes at this step can delay the subsequent steps.
- Open the User Guide to follow along - TBA
- Log into Internet Advancement 2.0 & click on Recharter - TBA
- Check that all youth and adults are currently registered with the unit appear on your roster in my.scouting.org.
- Pay the 2023 BSA Registration fees via check to Minsi Trails Council in the office or at your district recharter day event.
- Applications for any new adults must be uploaded into the charter renewal as well as their Youth Protection Training Certificate, Criminal Background Check Authorization, and 3 PA state clearances. This includes any adult who is moving from a Tiger Parent or Lion Parent into a leadership position and those who have turned 18 and are moving from a youth position to an Assistant Scoutmaster position or that is being entered as a UP, VP or EP (Unit Participant, Venturing Participant or Exploring Participant). You will need to enter any adult who is on the charter as an AP or LP and moving into a leadership position or a youth moving into a new leader position or into a UP/VP or EP as New Adult and upload all required documents.
- Applications for any new youth must be uploaded into the charter renewal.
- Confirm that all required information has been completed on the adult and youth applications before uploading the documents.
- Bring copies of all supporting documents to your district rechartering event.
- Note: A unit’s rechartering application cannot be approved by the National Service Center until all steps are complete.
The Key 3 leaders will receive an email for a final digital approval signature. This must be completed in order to finalize the Charter Renewal, please print and bring a copy of the this charter renewal with you to rechartering day.

To ensure a timely process of your Charter Renewal, be sure your CURRENT key leadership (including the COR and IH) have established their My.Scouting accounts and are ready to make approvals of new members and the charter renewal application. This message is only being sent to the unit Key 3 listed in My.Scouting If your Scouting role has changed, please forward this message to the person who now has your former role.
Your Unit Commissioner, District Commissioner, and District Executive are great resources to help you through this process.
Recharter Training & Help Sessions:
Minsi Trails Council Commissioners are providing RECHARTER training with a review for all attendees on the renewal process. Individuals may also attend District live/Zoom room breakouts, and/or a soup-to-nuts session for people who want more in-depth re-charter training. The recordings will be posted on the charter renewal page, but there is no substitute for being able to ask your questions live!

Charter Renewal Q&A Help Sessions online from 8:00 to 9:00 pm over the next several weeks. These sessions will be staffed by commissioners with experience with the process to help you answer questions. We may need you to share your screen to work through your questions if you have access from your login device. There is no limit to the number of sessions you may attend.
